Held: The word "wilfully", when used in the context of an offence prohibiting cruelty to children, "means that the act is done deliberately and intentionally, not by accident or inadvertence, but so that the mind of the person who does the act goes with it" ( per Lord Russell of Killowen C.J.). Note: the word "wilfully" is occasionally an element of animal welfare offences, such as that of wilfully, without any reasonable cause or excuse, administering a poisonous drug or substance to an animal (Protection of Animals Act 1911, s 1(1)(d)).

Argentina - Cruelty - Ley 14346, 1954 LEY DJA: S-0410 This law seeks to protect animals against mIstreatment and cruel acts. Mistreatment are cruel acts and considered criminal offenses, which can be punished from 15 days to 1 year in prison. Article 2 of this law establishes the acts considered mistreatment, which includes not feeding domestic and captive animals with food in enough quantity and quality. Also included are the acts of forcing animals to work excessive hours without providing adequate rest according to the weather and stimulating them with drugs without pursuing therapeutic purposes, among others. Article 3 defines acts that are considered cruel. These acts include practicing vivisection for purposes that are not scientifically demonstrable, or in places or by people who are not authorized to operate on animals without anesthesia and without the title of doctor or veterinarian, except in cases of emergency. In addition, cruelty includes: mutilating any part of the body of an animal unless the action has purposes of improvement; marking of the respective animal species unless performed for reasons of mercy; performing public or private acts of animal fights, bullfights and parodies where animals are killed, injured or harassed; and other listed acts. The "Missourians for Protection of Dogs" ("MPD") advocated a statewide ballot measure to enact a new statutory provision to be known as the "Puppy Mill Cruelty Prevention Act." The certified ballot title included a summary statement reading: "Shall Missouri law be amended to: . . . create a misdemeanor crime of ‘puppy mill cruelty’ for any violations?" One taxpaying Missouri citizen, Karen Strange, subsequently filed a Petition for Declaratory Judgment and Injunctive Relief against the Secretary of State, challenging the summary statement as being "insufficient and unfair." In this action, the Humane Society of Missouri sought protection from an order of the circuit court requiring it to disclose and turn over Document 10 -  a series of focus group findings and related documentation developed by the Humane Society of Missouri and its partners to formulate political strategy. Writing on behalf of the Missouri Court of Appeals, Western District, Judge Victor C. Howard, with all concurring, granted the HSMO’s writ of prohibition. HSMO’s preliminary writ of prohibition was made absolute, rendering Document 10 non-discoverable.

SD - Ecoterrorism - Chapter 40-38. Protection of Animal Facilities S D C L § 40-38-1 - 5 SD ST § 40-38-1 - 5 This chapter comprises South Dakota's animal enterprise interference laws. Under the section, it is illegal for a person to intentionally damage or destroy an animal facility, an animal, or property in or on the animal facility; exercise control over the animal facility or an animal located therein; enter the animal facility with the intent to commit prohibited acts; enter an animal facility and remain concealed with the intent to commit prohibited acts; or intentionally release an animal on an animal facility. Violation is a misdemeanor of varying degrees if the damaged property value is less than $1,000 and a Class 4 felony if above $1,000. Any person who violates subdivisions 40-38-2(2) to (5), inclusive, is guilty of a Class 4 felony. Statute
KY - Louisville/Jefferson County - Title IX: General Regulations (Chapter 91: Animals) Louisville/Jefferson County Metro Government Code of Ordinances § 91.098 MUTILATION OF ANIMALS

In Louisville-Jefferson County, Kentucky, no person shall crop a dog’s ears or tail, except a veterinarian. Additionally, no person shall mutilate any animal whether dead or alive; however, this provision does not apply to accepted livestock practices concerning humane slaughter at licensed stockyards, slaughterhouses and meat packing establishments or on the premises of agricultural uses. Penalties are also included for violating these provisions.

NH - Hunting - Interference with Hunting, Trapping or Fishing. 207:57 Harassment. N.H. Rev. Stat. § 207:57 NH ST § 207:57 This represents New Hampshire's hunter harassment law. The law provides that no person shall purposely obstruct or impede the participation of any individual in the lawful activity of hunting, fishing or trapping while that individual is in a designated hunting area on public lands. The section does not apply to any incidental interference arising from the lawful and normal activities of public land users. Any person violating the provisions of this section shall be guilty of a violation. Statute
Beard v. State 261 S.E.2d 404 (Ga.App., 1979) 151 Ga.App. 724 (1979)

Defendants were convicted of hunting with an unplugged pump shotgun and obstructing a law enforcement officer in the discharge of his official duties. The Court of Appeals held that the evidence was sufficient to support convictions, the admission of evidence of defendants' prior run-ins with the law was not error, and the judge's instruction that admissions should be scanned with care, if jury found defendant had made an admission, was a correct statement of law and not, as contended, an expression of the judge's opinion.

Appellants ALDF asserted causes of action for violation of Penal Code section 597t for confining calves without an “adequate exercise area,” and for commission of unfair business practices under Business and Professions Code section 17200 et seq. In affirming the lower court's decision to dismiss the action, this court held that there is no private cause of action pursuant to Penal Code section 597t under the present circumstances, and none of the appellants have shown an ability to allege any facts of economic injury.

RU - Cruelty - Responsible Treatment of Animals Responsible Treatment of Animals Responsible Treatment of Animals The Law on Responsible Treatment of Animals, signed by Vladimir Putin in 2018, prohibits the killing of animals “under any pretext.” The law also outlaws shooting or poisoning stray dogs and cats, which has occurred in Russian cities in recent years according to news sources. Under the law, owners must keep their pets in proper conditions and homeless animals must be taken-up, vaccinated, sterilized, and then released by local agencies. One of the primary purposes of the laws is to ban petting zoos at malls and the practice of bars and restaurants hosting animals. The conducting of animal fights is also banned under the new law.
