WV - Humane Slaughter - Article 2E. Humane Slaughter of Livestock. The West Virginia humane slaughter provisions apply to livestock, defined as cattle, swine, sheep or goats. Humane methods of slaughtering livestock include those where the animal is rendered insensible to pain by a single blow, gunshot or by electrical, chemical or other means, or by slaughtering in accordance with the ritual requirements of the Jewish faith or any other religious faith that prescribes a method of slaughter by the simultaneous and instantaneous severance of the carotid arteries. The section provides a graduating scheme of penalties for violation; a first offense results in a misdemeanor punishable by a fine of $100 - $500; a second offense results in a misdemeanor with a fine of $500 - 1,000 and suspension of the license to do business as a slaughtering establishment until the facility is in compliance.

Kosher slaughter, or shechita as it is called in biblical Hebrew, is so humane that when performed as intended by Jewish law, the animals don’t even feel the cut before dying. Even in modern times and by modern standards, experts have agreed that the shechita method as outlined in Jewish law is humane, and unconsciousness normally follows within seconds of the throat cutting. So how does one reconcile these truths with the video released by PETA of the practices occurring at the AgriProcessors plant in Postville, Iowa? What follows are my own conclusions to that troubling question, and my recommendations to improve the lives and deaths of cows at kosher slaughterhouses.

This article proposes federal legislation that would provide minimum standards for the daily living conditions of animals raised for food production.

WA - Humane Slaughter - Chapter 16.50. Humane Slaughter of Livestock. The Washington humane slaughter laws begin with a statement that it is declared to be the policy of the state of Washington to require that the slaughter of all livestock, and the handling of livestock in connection with slaughter, shall be carried out only by humane methods. Humane methods are defined are those methods whereby the animal is rendered insensible to pain by mechanical, electrical, chemical or other means that is rapid and effective, before being shackled, hoisted, thrown, cast or cut; or methods in accordance with the ritual requirements of any religious faith whereby the animal suffers loss of consciousness by anemia of the brain. "Livestock" is limited under the statute to cattle, calves, sheep, swine, horses, mules and goats. Note that the director may, by administrative order, exempt a person from compliance with this chapter for a period of not to exceed six months if he finds that an earlier compliance would cause such person undue hardship. Violation of the act constitutes a misdemeanor and is subject to a fine of not more than two hundred fifty dollars or confinement in the county jail for not more than ninety days.
VT - Humane Slaughter - Humane Slaughter of Livestock These statutes comprise Vermont's humane slaughter provisions. The law requires the humane slaughter of all commercial livestock with a "humane method" defined as a method whereby the animal is rendered insensible to pain by mechanical, electrical, chemical or other means that is rapid and effective before being shackled, hoisted, thrown, cast or cut (with exemptions for religious ritual slaughter). A person who violates this chapter shall be fined not more than $100.00 nor less than $50.00 or imprisoned not more than ninety days, or both, and in addition, the secretary may seek an injunction against a slaughterer.
US - Slaughter - Prohibition of the Use of Specified Risk Materials for Human Food


The Food Safety and Inspection Service (FSIS) is affirming, with changes, the interim final rule "Prohibition of the Use of Specified Risk Materials for Human Food and Requirements for the Disposition of Non-Ambulatory Cattle," which was published in the Federal Register on January 12, 2004. The Agency is also affirming the interim final rule "Prohibition of the Use of Certain Stunning Devices Used to Immobilize Cattle During Slaughter," also published on January 12, 2004. FSIS issued these interim final rules in response to the confirmation on December 23, 2003, of bovine spongiform encephalopathy (BSE) in an imported dairy cow in Washington State. FSIS is taking this action to make permanent interim measures implemented by the Agency to minimize human exposure to cattle materials that could potentially contain the BSE agent.

US - Slaughter - Humane Slaughter of Livestock Regulations These regulations outline the requirements for the humane treatment of livestock prior to and during slaughter. Included are the requirements for pens, holding, and transportation areas, and the special circumstances for transporting and holding "downed" (nonambulatory) livestock. The regulations emphasize the minimization of "excitement and discomfort" to the livestock prior to transportation or slaughter. Of special note are the requirements for humane methods of slaughter, including the use of carbon dioxide gas, captive bolt "stunners" and projectiles, gunshot, and electrical current.
US - Poultry Products Inspection Act (PPIA) PPIA regulates the processing and distribution of poultry products. To ensure that poultry is fit for human consumption, it forbids the buying, selling, transporting and importing of dead, dying, disabled, or diseased poultry and products made from poultry that died other than by slaughter. PPIA requires certain sanitary, labeling and container standards to prevent the sale of adulterated or misbranded poultry products. Violations may result in a fine and/or imprisoned.
US - Poultry - Treatment of Live Poultry Before Slaughter


FSIS is reminding all poultry slaughter establishments that, under the PPIA and Agency regulations, live poultry must be handled in a manner that is consistent with good commercial practices, which means they should be treated humanely. Although there is no specific federal humane handling and slaughter statute for poultry, under the PPIA, poultry products are more likely to be adulterated if they are produced from birds that have not been treated humanely, because such birds are more likely to be bruised or to die other than by slaughter.
