Article 1 prohibits: the use of instruments that might hurt, cause misery, or organic injury as a mean of punishment; dragging fallen animals; loading animals in vehicles that do not offer sufficient guarantee of safety, comfort, and hygiene; loading wool cattle without previously cutting off the strands that could hinder their normal vision; and undertaking transportation when there is public knowledge a strike or paralyzation of traffic that could negatively affect the vital functions of the animals may occur.

Article 3 contains the requirements of the cages used in transportation, demanding that they are adequate according to the species, breed and weight of the animals. It is also includes a requirement that the cages have enough room according to the number of animals, allowing them to move and lay comfortably, and that the flooring is of such material that facilitates washing and disinfection and that does not allow animals to slide. Cages with animals in them cannot be thrown during loading and unloading operations, and sudden movements that could hit or injure the animals should be avoided.

Decreto 1.248 requires that the cages have a space intended for water and food containers, located in a way that does not harm the animals and that can be used when there is a lapse greater than sixteen (16) hours between loading and unloading of the animals. This assures they can eat and drink water during this time. Food and water must be provided by the personnel in charge of the transportation when animals stay more than six (6) hours in stations, terminals, warehouses or with transportation companies. Sufficient space must be left between the animal and the cages to avoid the possibility of suffocation. In cases where the transport completes its cargo with other freights, especially when dealing with toxic products or fermentable vegetables, guidelines must be followed.
