According to Article 1, the purpose of this law is to “establish the vision and the foundations for the integral, harmonious and balanced development of people in relation with Mother Earth. This, with the purpose of being able to live well by guaranteeing the continuity of the capacity of regeneration of the components and life systems of Mother Earth, recovering and strengthening local knowledge and ancestral knowledge within the framework of the complementarity of rights, obligations and duties; as well as the objectives of integral development as a means to achieve a well living. ”
Article 9 corresponds to the rights that complement the well-living with the integral, harmonious and balanced development with Mother Earth. Numeral 1 establishes the environment or ‘mother earth’ as “a collective subject of public interest." It also describes human relationships with the environment, such as economic, social, ecologic and spiritual relationships, and outlines the capacity of regeneration for earth's different components.
This law creates the Plurinational Council of well living, and in Harmony and Balance with Mother Earth, establishes it as the of follow-up authority for consultation and participation in the elaboration of policies, plans, programs and projects for the fulfillment of this Law. It also creates the Plurinational Authority of Mother Earth for the formulation of policies, planning, technical management, preparation and execution of strategies, plans, programs and projects, administration, and transfer of financial resources related to the processes and dynamics of climate change.
