Map of Beagle Freedom Laws This map contains the 15 state laws commonly called "Beagle Freedom Laws" as of January 2024. These laws mandate that retired research dogs be released for adoption when they are no longer needed for research purposes. Typically, the laws facilitate relationships between research facilities and non-profit animal rescues or other animal adoption organizations to allow those organizations to offer the retired dogs to members of the public. NMFS announces the availability for public review of the draft revised Recovery Plan (Plan) for the North Atlantic Right Whale (Eubalaena glacialis). NMFS is soliciting review and comment from the public and all interested parties on the Plan, and will consider all substantive comments received during the review period before submitting the Plan for final approval.  (Note that the specific concern with right whales is collisions with ships.)

MS - Jackson - Chapter 18 Animals (Article 1: In General) Code of Ordinances, City of Jackson, Mississippi §§ 18-1, 18-3, 18-4, 18-11, 18-21

In Jackson, Mississippi, an animal that damages public or private property is considered a public nuisance and it is the duty the animal's owner to prevent his or her animal from becoming a public nuisance. Additionally, in these ordinances, an animal control officer is authorized to discharge a firearm as the sole effective means for controlling a public nuisance. These ordinances also prohibit any person except a licensed veterinarian from cropping a dog's ears and also provide penalties for any person violating this chapter.

DeRobertis by DeRobertis v. Randazzo 462 A.2d 1260 (N.J. 1983) 94 N.J. 144 (1983)

The principal issue in this New Jersey case is the liability of a dog owner to an infant plaintiff bitten by the owner's dog. At trial the jury returned a verdict for the plaintiffs, and the Appellate Division, in an unreported opinion, affirmed. A factual issue existed at the trial, however, as to whether the infant plaintiff was lawfully on the property of the owner, but the trial court did not submit that question to the jury. The omission is important because the "dog-bite" statute, N.J.S.A. 4:19-16, imposes absolute liability on an owner whose dog bites someone who is "lawfully on or in a private place, including the property of the owner of the dog." If the plaintiff was a trespasser, he was not lawfully on the property, and liability should not be determined under the statute but according to common-law principles.  It was necessary to find that the invitation to infant plaintiff to be on defendant's property extended to the area where the dog was chained.

Dangerous dogs--Requirements for restraint West's RCWA 16.08.090 WA ST 16.08.090 This Washington statute outlines the state and local provisions related to dangerous or potentially dangerous dogs. It first provides that it is unlawful for an owner of a dangerous dog to permit the dog to be outside the proper enclosure unless the dog is muzzled and restrained by a substantial chain or leash and under physical restraint of a responsible person. Potentially dangerous dogs shall be regulated only by local, municipal, and county ordinances and nothing in this section limits restrictions local jurisdictions may place on owners of potentially dangerous dogs. Roos v. Loeser 183 P. 204 (Cal.App.1.Dist.,1919) 41 Cal.App. 782 (Cal.App.1.Dist.,1919)

This is an action for damages alleged to have been sustained by plaintiff by reason of the killing of her dog, of the variety known as Pomeranian, by an Airedale belonging to the defendant. In 1919, a California court determined damages to be limited to the veterinary expenses connected with the injury to the animal. In the opinion, the court lovingly discusses the value of the animal. Notwithstanding these words of praise for the small animal, the court decided that the value was limited to the fair market value and related expenses.

Code § 2207 - 2210 CA FISH & G § 2207 - 2210 The California Circus Cruelty Prevention Act, effective in 2020, states that a person shall not sponsor, conduct, or operate a circus in this state that uses any animal other than a domestic dog, domestic cat, or domesticated horse, or exhibit or use any other animals than those animals. The term “circus” means a performance before a live audience in which entertainment consisting of a variety of acts, such as acrobats, aerialists, clowns, jugglers, or stunts, is the primary attraction or principal business, but excludes rodeos. Doris Day Animal League v. Veneman 315 F.3d 297 (D.C. Cir. 2003) Animal rights group brought action challenging validity of regulation exempting breeders who sell dogs from their residences from licensure under Animal Welfare Act. The United States District Court for the District of Columbia, Colleen Kollar-Kotelly, J., held that regulation was invalid, and appeal was taken. The Court of Appeals, Randolph, Circuit Judge, held that regulation was reasonable interpretation of Congressional intent. Case
