Summary:   This 2000 Oregon initiative would have amended the laws related to dog licensing and impoundment.  It failed to qualify for the ballot.  It specifically would have made it a policy not to kill an impounded dog or impound it beyond ten days unless unless it is first determined that no one will care for the dog and it will become a public nuisance.  It also stated that under no circumstances shall an impounded dog be placed with or adopted by a facility or breeder for research purposes.
